The Simulation Center is a structural division of the Avicenna International Medical University.
Simulation training is a mandatory component in the preparation of medical specialists, using models of professional activity to provide an opportunity for each learner to practice professional skills and competencies in accordance with the professional standards of medical care.
The Simulation Center is equipped with unique, multifunctional equipment of varying degrees of realism (trainers, patient mannequin simulators, ECG and automated external defibrillation simulators, systems for practicing injection, puncture, and catheterization skills, models for learning rules of patient and child care).
The Simulation Center includes a training class where preclinical preparation takes place using simulation-imitative equipment, during which the learner links theoretical knowledge and practical skills.
Objectives of the Simulation Center:
– training of residents, students, and middle medical staff according to educational medical programs using simulation technologies.
– training preparation of students in specific disciplines.
– training in conducting medical manipulations.
– conducting scientific research on the effectiveness of modern simulation technologies, developing recommendations.
– development of international cooperation.
REGULATIONS OF THE SIMULATION CENTER
OF THE AVICENNA INTERNATIONAL MEDICAL UNIVERSITY

1. GENERAL PROVISIONS
1.1. The mission of the Simulation Center is to create conditions for the development of a wide range of professional competencies in learners and the solid consolidation of clinical skills without the risk of harming the patient.
1.2. The purpose of creating the center:
– enabling students to acquire mastery in “no-stress” conditions without constant supervision by a mentor, clinic operations, without risk to the patient, forming professional competencies in a system of continuous professional development;
– acquisition and development of practical skills for the execution of necessary actions and activities according to European Resuscitation Council standards for emergency care, essential for the work of general practitioners.
1.3. The Simulation Training Center is a structural division of the Avicenna International Medical University (hereafter – Avicenna IMU), conducting educational, methodological, research, educational, and extracurricular activities with students in accordance with state educational standards of higher professional education.
1.4. The Simulation Center is designed for:
– ensuring students’ material and technical and methodological base for mastering the professional skills of the future profession through extensive use of trainers, simulators, and game methods;
– conducting classes on mastering professional skills and abilities, current, intermediate certification, and final state certification with Avicenna IMU students;
– implementing postgraduate and additional professional education programs;
– providing organizational-methodological assistance to Avicenna IMU departments in preparing educational-methodical materials for mastering practical professional skills by students and trainees;
– promoting literacy in primary medical care provision and forming competence in emergency care among the population.
1.5. These Regulations apply to the Simulation Center and regulate its main tasks, functions, and structure, as well as its interaction with other divisions and external organizations.
2. NORMATIVE DOCUMENTS
2.1. In its activities, the Simulation Center is guided by:
– the current legislation of the Kyrgyz Republic (Law of the Kyrgyz Republic “On Education” of April 30, 2003, No. 92);
– requirements of normative documents in the field of quality, including the ISO 9001:2015 (ISO 9001:2015) quality management system standard;
– the Charter of Avicenna IMU;
– orders and directives of the university rector;
– decisions of the Academic Council of Avicenna IMU;
– these Regulations.
2.2. The activity of the Simulation Center is funded by the university’s finances, formed from extrabudgetary sources.
3. TASKS
3.1. The main task of the Simulation Center is the organization and implementation of educational and research-methodological work at a modern level, aimed at mastering the necessary regulated professional knowledge and skills among students in accordance with the State educational standards of higher professional education of the Kyrgyz Republic.
3.2. The tasks of the Simulation Center include:
– updating traditional forms of education and implementing innovative approaches, including in combination with non-technical skills;
– monitoring the quality of formation and improvement of practical professional skills in university students.
4. FUNCTIONS
4.1. The work of the Simulation Center is carried out in accordance with annual plans that encompass educational, scientific-methodological, educational, research, and other activities.
4.2. The work plan of the Simulation Center is formed jointly with the university’s departments in accordance with the approved plans and programs of higher professional education specialties implemented by the University, providing joint training for different categories of learners and interdisciplinary integration.
4.3. Regular discussion of the activities of the Simulation Center takes place during meetings of the Simulation Center staff.
4.4. The main functions of the Simulation Center:
4.4.1. Ensures compliance with the state educational standard of higher professional education.
4.4.2. Providing practical classes, training practices for mastering practical professional knowledge and skills with specialized rooms, phantoms, mannequins, simulators, and similar trainers, as well as medical devices, educational equipment, visual aids, and technical training aids.
4.4.2.1. Selects modern teaching aids and updates them for conducting classes, providing opportunities for their use.
4.4.3. Providing, according to the approved curriculum and schedule, specialized cabinets (educational modules) and teaching aids (phantoms, mock-ups, mannequins, devices, etc.) for conducting:
- practical classes and training practices for mastering practical professional knowledge and skills;
- current, intermediate certification, and final state certification;
- student make-up for missed practical classes;
- independent student work, club activities, and elective courses; activities for spreading emergency medical aid skills among the population and specialized structures at high risk.
4.4.3.1. The procedure and methodology for conducting educational activities on the territory of the Simulation Center are defined by the working programs, training plans, methodological developments compiled by the departments and coordinated with the working plans and schedule of the Center.
4.4.4. Summarizing and publishing the results of the Simulation Center in periodicals and specialized scientific publications, participating in seminars and conferences.
4.5. Systematic improvement of the professional competence of the Simulation Center staff and University teachers involved in the educational process at the Simulation Center.
4.6. Providing consulting services to the university’s divisions.
4.7. The Simulation Center provides its material base to the clinical departments of Avicenna IMU that have included an educational simulation course in their programs: specialty education, pre-university education faculty, postgraduate education.
4.8. The Simulation Center collaborates with various structures, both within and outside Avicenna IMU. The staff of the Simulation Center, together with colleagues from similar centers, works on improving training, professionally interacts with other simulation centers in Bishkek.
4.9. Developing and maintaining relationships with universities, healthcare authorities, state organizations for quality education assessment, and training organizations.
4.10. Studying domestic and foreign experience in the field of simulation training in medicine and implementing modern teaching technologies.
5. STRUCTURE AND MANAGEMENT
5.1. The Simulation Center is headed by a director, appointed by order of the Rector from among the faculty and reports to the Vice-Rector for Academic Affairs.
5.2. The director manages the staff of the Simulation Center, organizes, and improves educational, methodological, and educational work. The responsibilities and rights of the director of the Simulation Center are regulated by a job description approved by the Rector of Avicenna IMU.
5.3. The total number of Simulation Center staff is determined by the staffing table and approved by the Rector of Avicenna IMU. The Simulation Center may attract faculty members of the university’s profile departments for work based on inter-departmental interaction, carrying out the mastering of professional competencies.
5.4. The powers, rights, responsibilities, and qualification requirements of the Simulation Center staff are defined in the respective job descriptions.
6. MATERIAL AND TECHNICAL SUPPORT
The Simulation Center is provided with the necessary material and technical resources, equipment, and premises to implement its tasks.
7. RESPONSIBILITY
7.1. The director of the Simulation Center bears personal responsibility for its activities as a whole, as well as for staffing and employee alignment.
7.2. The staff of the Simulation Center bears personal responsibility for improper performance of their duties in accordance with labor legislation and internal labor regulations of Avicenna IMU.
8. FINAL PROVISIONS
Changes and additions to these Regulations may be made due to amendments to current legislation by orders of the Rector of Avicenna IMU, changes in the structure and status of this division. All changes and additions to these regulations must be documented in writing and signed by authorized persons.
