The main objectives of the MMU ‘Avicenna’ medical center are:
- Ensuring the accessibility and quality of medical care for the university’s staff and students.
- Timely diagnosis of diseases and the implementation of preventive measures.
Main tasks of the MMU ‘Avicenna’ medical center:
- Providing quality primary medical care and emergency medical services on the university premises during various university events;
- Organizing and conducting annual medical examinations of students affiliated with CSM-5;
- Conducting sanitary-educational work among the university staff and students;
- Maintaining medical documentation, recording diseases and injuries.
Functions of the medical center:
- Providing first aid (for acute illnesses, injuries, urgent conditions, including calling an ambulance if necessary);
- Disease prevention (ensuring compliance with sanitation and hygiene standards);
- Carrying out sanitary-educational work;
- Health assessment;
- Monitoring the medical supply of medications, consumables in emergency kits, anaphylactic shock, emergency situations;

- General Provisions
- The medical center is a structural division of the International Medical University ‘Avicenna’ (MMU ‘Avicenna’).
- The medical center operates in accordance with the regulatory documents:
– Constitution of the Kyrgyz Republic;
– Education Law;
– Charter of MMU ‘Avicenna’;
– Regulatory documents on the organization of medical care for the population in the healthcare sector of the Kyrgyz Republic.
1.3. The current control over the activities of the medical center is carried out by the vice-rector for educational and upbringing work.
1.4. The structure and staffing plan of the medical center are approved by the university rector based on the tasks and functions performed by the medical center considering the current legislation.
1.5. The medical center is provided with the necessary office equipment, medical equipment, medications, and other material and technical resources to fulfill its assigned tasks and functions.
1.6. The medical center is an integral part of the healthcare system, ensuring basic medical care, disease prevention, the organization of first aid, and sanitary-hygienic measures on the premises of the International Medical University ‘Avicenna’ (hereinafter referred to as MMU ‘Avicenna’).
- Goals and objectives of the medical center
The main goals of the MMU ‘Avicenna’ medical center are:
- Ensuring accessibility and quality of medical care for the staff or students of MMU ‘Avicenna’.
- Timely diagnosis of diseases and the implementation of preventive measures.
- Providing first aid for injuries, sudden illnesses, and urgent conditions.
- Organizing health monitoring for the staff and students of MMU ‘Avicenna’, preventing occupational diseases.
- Controlling compliance with sanitary standards and working conditions.
- Providing consultation on health and disease prevention issues.
The main tasks of the MMU ‘Avicenna’ medical center:
- Providing quality primary medical care and emergency medical services (according to the existing list of medications) for the serviced territory of MMU ‘Avicenna’ (in academic buildings, dormitories, at various university events).
- Organizing and conducting annual medical examinations of students in accordance with current legislation and regulatory documents in the field of healthcare.
- Implementing sanitary-educational work among the staff or students of MMU ‘Avicenna’.
- Monitoring compliance with sanitary-hygienic norms and standards on the MMU ‘Avicenna’ premises.
- Maintaining medical documentation, recording diseases and injuries.
- Monitoring the supply and use of medical sredstva.
- Structure of the medical center
The medical center is organized as an independent unit of MMU ‘Avicenna’ and consists of the following categories of employees:
- medical center doctor;
- medical nurse.
The medical center doctor can be specialized or have general medical qualifications, depending on the needs of the institution.
In its work, the medical center interacts with departments, faculties, colleges, the personnel department of MMU ‘Avicenna’, as well as external organizations providing services in the field of medicine.
- Functions of the medical center
- Providing first aid: immediate medical assistance for injuries, acute illnesses, and urgent conditions, including calling an ambulance if necessary.
- Preventing diseases: organizing preventive examinations, vaccinations, health screenings, monitoring compliance with sanitary and hygiene norms.
- Sanitary-educational work: conducting educational activities aimed at raising awareness among employees or students on health, nutrition, hygiene, and disease prevention issues.
- Health evaluation: regular monitoring of employee or student health, maintaining medical records, and accounting for diseases.

Responsibilities of the medical center staff:
- Providing qualified first aid as necessary.
- Timely organization of preventive activities.
- Adhering to all healthcare, sanitation, and hygiene standards and norms.
- Maintaining necessary medical documentation, reporting, and accounting.
- Keeping confidentiality concerning patient medical data.
- Supervision of the medical center’s activity
The medical center operates based on an annual plan for medical and hygienic services for students.
The working hours of the medical center are established in agreement with the university administration.
Control over the medical center’s activities is carried out through regular inspections by internal or external organizations. Also, an audit of medical records and the effectiveness of medical services can be conducted. Regular medical examinations of staff and students are conducted, as well as monitoring of sanitary conditions.
- Technical Equipment
The medical center should be equipped with necessary medical instruments, equipment, and medications that comply with standards for providing first aid and conducting preventive measures. All medical drugs and consumables must be certified and stored under proper conditions.
- Responsibility
The medical center’s responsibility includes ensuring the health safety of MMU ‘Avicenna’ employees and students. This includes providing timely assistance, preventing diseases, maintaining accurate records, and complying with all legal and medical standards. Medical center staff are responsible for the quality of services provided and adherence to legal standards in medicine and healthcare.
