REGULATIONS ON THE ‘TRUST BOX’ FOR WRITTEN 

APPEALS OF STUDENTS, PARENTS, AND STAFF 

OF THE INTERNATIONAL MEDICAL UNIVERSITY ‘AVICENNA’

  1. General Provisions

1.1. These Regulations establish the procedure for the operation of the ‘Trust Box’ of the International Medical University ‘Avicenna’ (hereinafter referred to as IMU ‘Avicenna’).

1.2. The Regulations on the ‘Trust Box’ is a local regulatory act of IMU ‘Avicenna’, establishing the procedure for the functioning of the ‘Trust Box’ for written appeals from students, parents, and staff of IMU ‘Avicenna’.

1.3. The Box is installed in the lobby of the first floor of the main building of IMU ‘Avicenna’, at the address: Bishkek, Shabdan Baatyr Street 74. 

Appeals can be both signed, with all contact information indicated, and anonymous.

  1. These Regulations are developed in order to obtain objective information about the work of the educational institution, organize effective interaction with students, parents, and staff, as well as counteract corruption as part of anti-corruption activities.
  2. Main goals and objectives:

2.1. Establishing feedback with students (students, doctoral students, etc.), teaching staff, and employees of IMU ‘Avicenna’;

– Assisting in the adoption and strengthening of measures aimed at implementing anti-corruption policies and improving educational programs;

– Creating conditions to identify facts of corrupt practices and other violations.

2.2. Main tasks:

– Improving the quality and accessibility of educational services provided by IMU ‘Avicenna’;

– Ensuring prompt reception, accounting, and consideration of student appeals that include questions on student rights, as well as suggestions for organizing the educational process at IMU ‘Avicenna’;

– Ensuring prompt reception, accounting, and consideration of appeals containing questions of a corruption nature, as well as suggestions for increasing the quality level of the activities of the teaching staff and employees of IMU ‘Avicenna’;

– Processing and analyzing received appeals to eliminate the causes of justified complaints;

– Preventing and counteracting corruption offenses in the university’s activities;

– Response to the applicant.

In the case of an anonymous appeal, no response is given to it. 

3. Organization of the ‘Trust Box’ Work

  1. Information on the functioning and schedule of the ‘Trust Box’ is posted on the official website of IMU ‘Avicenna’ and communicated to each student, their parents, and university staff.
  2. Access to the ‘Trust Box’ is available during working hours from 09:00 to 18:00.
  3. To prevent unauthorized access to incoming appeals and their destruction, the ‘Trust Box’ is equipped with a lock and sealed.
  4. Extrusion of appeals is carried out by a specialist from the education quality management department of IMU ‘Avicenna’ weekly on Mondays.
  5. After each opening, the Box is closed and sealed.
  6. After the appeals are extruded, they are registered and forwarded to the management of IMU ‘Avicenna’ for consideration.

4. Accounting and Registration of Appeals

4.1. Accounting and registration of received appeals are carried out in the citizen appeals registration log (No. 09/17) (hereinafter referred to as the Journal).

4.2. The Journal must be numbered, stitched, and contain the following details:

– Serial number and date of registration of the appeal;

– Full name of the applicant (in the case of an anonymous appeal, the mark ‘anonymous’ is placed);

– Brief content of the appeal;

– Note on taken measures.

4.3. If an appeal is received for which consideration is not within the competence of the education quality management department, the appeal is referred to the rector of IMU ‘Avicenna’.

5. Responsibility

5.1. Officials working with information obtained through the ‘Trust Box’ are responsible for maintaining the confidentiality of received information and, in case of violation, are subject to disciplinary action in accordance with the legislation of the Kyrgyz Republic and the regulatory acts of IMU ‘Avicenna’.
